Delivery Failed / Email Address Couldn't Be Found Error when Sending Email in Outlook

Question:

When I try to send an email to a person that has recently gotten, received, or created a new Exchange account, or a person that has recently changed from Calendar-only to a Full Exchange account, I receive a bounceback message with the: "Delivery has failed to these recipients or groups: [Name] [email address] The email address you entered couldn't be found. Please check the recipient's email address and try to resend the message. If the problem continues, please contact your helpdesk." error. Why can I send an email to this person from WebOutlook, but I am not able to send an email from Outlook, Mail for Mac, or other desktop clients?
